Editorial: Half measures
If we dealt with serial killers the way the United States is dealing with the leadership of Syria, instead of arresting them we would have someone hide in the bushes outside their house and shoot them with a BB gun each time they went outside.
"We're going to make you stop," we would tell them, "by making it just irritating enough that you decide you'd rather stop."
Actually, that's an unfair comparison. Syria can just go on killing as many people as its leaders like and we won't even try to irritate them, just as long as they don't use gas to do it.
